Mark Nottley is the principal of Municipal Consulting Services LLC. He has been a municipal management consultant since 1985, beginning his career as a senior governmental consultant with the firm of Coopers & Lybrand. Since that time, he has conducted or managed the completion of hundreds of governmental consulting projects focusing on financial, human resources and operational issues.
During his consulting career he has also served as Manager, Local Government Consulting for the firm of Plante & Moran, founder and director of the Michigan Municipal League’s consulting practice and as a principal for the firm of Rehmann Robson. He holds a Master Degree in Public Administration from Wayne State University and is certified as a Senior Professional in Human Resources by the Society for Human Resources Management.
O. William (Bill) Rye is a retired human resources consultant who provided client services in the State of Michigan for more than twenty-five years. Bill completed classification and compensation studies for cities, counties and educational institutions, as well as labor relations support and expert testimony for fact finding, arbitration and other hearings. As a retired professional he remains available to the firm for consultation and expert advice.
Mr. Rye served as Personnel Director of the State of Michigan Court Administrative Office and was a frequent seminar leader on compensation and employee issues. He was a long standing member of the Michigan Public Employers Labor Relations Association and was a member of many professional organizations in the field of human resources. He holds a Bachelor degree from the University of Michigan and a Master degree in Labor Relations from Michigan State University.

Currently, we utilize professionals in the areas of police, fire, public works, ambulance, building services, finance and telecommunications.
