Governments, like private industry are continually evolving in regard to service mix and the methods for providing these services. Entrepreneurship has been a hallmark of local government over the past two decades as governments have increasingly sought out new and better ways of doing business.

Over this time period, we have assisted many governments in the analysis of operational options for improving the cost or quality of service provision. Prior experience has included:

Analysis of the potential for service consolidation in the areas of police and fire protection, dispatch     operations, community development and building services, and public works operations.

Evaluation of opportunities for joint service provision for select services in virtually all departments and     service areas in local government.

Analysis of privatization opportunities and the relative advantages of outsourcing, or providing in-house     services. Prior studies have focused on assessing services, engineering services, solid waste and transfer     stations, recycling services, water and sewer system services and many others.

In conducting these studies, our people are sensitive to the political, public and service considerations that are inherent in government decision-making. In this sense, we view the concept of cost-benefit analysis broadly, providing the client with a detailed assessment of all potential impacts and outcomes.
